Baraza
la Taifa la Elimu ya Ufundi (NACTE) limevifungia vyuo vya ufundi 26
kutokana na makosa mbalimbali, ikiwamo kushindwa kuzingatia masharti
yaliyowekwa na kutoa mafunzo ambayo hayajathibitishwa.
Akizungumza na waandishi wa habari Dar es Salaam, Kaimu Katibu mtendaji
wa NACTE, Dkt.Adolf Rutayuga, alisema kuwa wamekuwa wakifuatilia
vyuo vya ufundi ili kutathmini kama vinafuata viwango vya ubora wa
kitaaluma vilivyowekwa na NACTE katika kutoa mafunzo.
“Kama
ilivyoelezwa katika sheria za Usajili na Kanuni za leseni,
kutozingatia matakwa yoyoye yaliyowekwa na NACTE ni kosa kisheria.
Kanuni zinasema kuwa hatua kali zinawezakuchukuliwa kwa kila kosa.
Kulingana na matokeo ya ufuatiliaji uliofanywa na timu maalumu, Baraza
lina uwezo wa kuchukua hatua dhidi ya taasisi au vyuo vinavyoshindwa
kutekeleza kanuni zilizowekwa,” alisema.
Alisema
kuwa baada ya kufanya utafiti wao, wamebaini vyuo 26 vilishindwa
kuzingatia masharti yaliyowekwa na NACTE katika cheti cha usajili, huku
vyuo 20 vikitoa mafunzo ambayo hayajathibitishwa chini ya idara
isiyotambulika,wakati vyuo viwili vikiwa na vituo vya satellite/Kampasi
ambavyo navyo havijathibitishwa na chombo husika.
“Baraza
linaufahamisha umma kwamba limechukua hatua mbalimbali kwa vyuo vya
ufundi 48 kutokana na makosa mbalimbali, yaliyofanywa na vyuo hivyo
ambapo limesitisha vyeti vilivyotolewa kwa vyuo 20 ambavyo vimeshindwa
kuzingatia masharti yaliyowekwa kwenye Cheti cha Usajili.
“Uamuzi huu umefanywa kwa mujibu wa Kanuni ya 20 ya Usajili wa Vyuo vya Ufundi ya mwaka 2001,” alisema.
Rutayuga
alisema kwamba vyuo vilivyofutiwa usajili kutokana na kosa la kutoa
mafunzo ambayo hayajathibitishwa chini ya idara isiyotambulika ni
26.“Vyuo vya ufundi vinatakiwa kupata kwa idhini ya Baraza kabla ya
kuanza kutoa mafunzo yoyote. Idhini hiyo inahusu uthibitisho wa mtaala
kwa ajili mafunzo yaliyokusudiwa na utambuzi wa idara iliyopangwa kutoa
mafunzo hayo,” alisema.
Juu
ya vyuo vyenye vituo vya setelite, kampasi, Dkt.Adolf Rutayuga alisema
kuwa Baraza linahitaji mafunzo kutolewa katika vituo
vilivyosajiliwa/kampasi za vyuo vikuu baada ya kuthibitishwa kwamba
vinastahili kutoa mafunzo.
“Hata
hivyo, taasisi mbili zimebainika kutoa mafunzo katika vituo vya
satellite/vyuo vikuu ambavyo havijasajiliwa na Baraza na hivyo
kuadhibiwa. Vyuo hivyo navyo vimefutiwa leseni,” alisema Rutayuga.
NACTE
ni bodi iliyoanzishwa kisheria chini ya Sheria ya Baraza la Taifa la
Elimu ya Ufundi, kifungu cha 129, kusimamia na kuratibu utoaji wa elimu
ya ufundi na mafunzo nchini Tanzania. Chini ya sheria hiyo, ili kufikia
na kudumisha hali ya mtoa mafunzo, vyuo vyote vinatakiwa viwe
vimesajiliwa, vibali na kuwa mitaala iliyopitishwa na baraza. Vyuo
haviruhusiwi kuanza kutoa kuanza kutoa huduma yoyote ya mafunzo bila
idhini ya baraza.
